Katy Independent School District is one of the fastest-growing districts in Texas, and its Department of Special Education has expanded rapidly to meet this demand. The department is organized into two main divisions: Instructional Supports & Services and Evaluations & Specialized Programs. For parents, this distinction is important—if your concern involves classroom accommodations or behavior, you will likely work with Instructional Supports. If your concern is regarding eligibility or a new diagnosis, you will work with the Evaluations team.
Katy ISD is particularly noted for its Project TYKE (Teaching Your Kids Early), which serves as the district's Early Childhood Intervention (ECI) program for children ages 0-3 with developmental delays. If your child is transitioning from ECI to school-based services at age 3, Katy ISD has a structured "Child Find" process to ensure services continue without interruption. The district also utilizes specific behavior programs like ECAP (Early Childhood Autism Program) and YCAP (Young Children with Autism Program) for students requiring intensive social and behavioral support.
While the district administration building is located on South Stadium Lane, most special education issues should first be addressed at your home campus. Katy ISD utilizes "Instructional Officers" and Coordinators who are assigned to support specific campuses or programs (such as Dyslexia or Autism). If you are unable to resolve an issue with your campus principal, these Coordinators are your next step before reaching out to the central directorship.
It is also helpful to know that Katy ISD places a strong emphasis on "Inclusive Practices." This means the district's default position is to support students in the General Education classroom with "In-Class Support" (ICS) or Co-Teach models whenever possible, rather than immediately moving to a pull-out resource setting.
